REQUEST FOR STATEMENT OF QUALIFICATIONS
The Coshocton County Regional Airport Authority (CCRAA) is requesting Statements of Qualifications to provide professional services required to complete projects at Richard Downing Airport over the next five years.
CCRAA anticipates receipt of grants from the Federal Aviation Administration and/or the State of Ohio over the next five years for work listed on the current Airport Capital Improvement Program. Specific items include, but are not necessarily limited to:
1. Rehabilitate Runway(crack seal, repair, remark)
2. Rehabilitate Taxiways(crack seal, repair, remark)
3. Obstruction Removal
4. Rehabilitate Runway (resurface, remark)
5. Construct Hangar(including site improvements)
6. Airport Road extension
Qualified design professionals interested in being considered for this work are invited to submit a Statement of Qualifications and other supporting information for providing the engineering, planning and related services required for the completion of this work within the guidelines of state and federal standards. Strong emphasis will be given to the following criteria:
a. Familiarity with prevailing FAA regulations – 20 pts.
b. Capability to perform all aspects of the projects (with the exception of testing) – 20 pts.
c. Past similar experience at comparable airports – 20 pts.
d. Professional background and caliber of key personnel – 20 pts.
e. Familiarity with the projects and the airport – 20 pts.
Fees will not be a consideration in the selection and must not be included in the response. A preliminary review of the qualifications of the firms will be undertaken by a selection committee. Additional information and/or personal interviews may be requested of any firm(s) after the initial evaluation. The firm with the best qualifications will be invited to negotiate a contract for the first project which is expected to be funded in 2020. For subsequent projects, fees will be negotiated for work actually funded each year and a contract entered into for only that work. If an agreement is reached, a contract will be entered into by both parties. If no agreement is reached, the next highest ranking firm will be invited to negotiate, until a mutually agreeable contract has been established.
The CCRAA reserves the right to delete services not required and to initiate additional procurement action for any additional services or other services not under contract. The CCRAA will afford minority and women owned businesses equal opportunity to submit qualifications and will not discriminate on the basis of race, color, sex, religion or national origin in compliance with Title 49, Part 23 and 26, Code of Federal Regulations.
